POSITION SUMMARY

The Residential Services Manager is hired by and accountable to the Director of Residential Services. The Residential Services Manager has responsibility for administration of the DD Youth Residential care and treatment program.  The position provides leadership and direction as well as program development and evaluation to all programs that fall under the umbrella of residential.  The Residential Services Manager will develop and maintain working relationships with residential agencies, and participate in the Administrative Leadership Team of the agency.  This position will also provide clinical and program oversight to the residential program.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

    1. Select staff for the DD Youth residential program. Ensures that staff selected is qualified and suitable. Recommend candidates for employment to the Director of Residential Services for approval.
    2. Provide leadership to the clinical and milieu components of the program including, therapeutic, health care, vocational, and developmental rehabilitative services, ensuring that these services are of high quality and meet the needs of children placed within the program.
    3. Ensure that employee performance standards are maintained, and that agency personnel policies and practices are followed. Oversee staff orientation, evaluation, and promotion processes to provide support and ensure that agency standards are maintained.
    4. Maintain supervisory system, directly supervising Nurse, Activity Therapy Supervisor, Clinical Services Supervisor and Residential Program Supervisor for the DD Youth Residential program.
    5. Assist in the development of the DD Youth Residential program's yearly budget. Provide on-going oversight of the budget throughout the fiscal year.
    6. Maintains liaison relationship with public schools, including on-campus education program and community schools attended by children in the residential program.
    7. Maintain familiarity with and compliance to COA and DCFS licensing standards.
    8. Assist in the development of program goals and objectives, i.e. program plans on an annual basis.
    9. Participate in the development and utilization of a comprehensive quality assurance program.
    10. Oversee client referrals, intake, admission, and discharge process approving admissions and discharges of residents.
    11. Conduct staff meetings and conferences to provide direction and leadership to the program in keeping with the group leadership model used in the agency.
    12. Provide leadership and direction to the staff development and training activities of the program, administering staff development budget.
    13. Maintain working relationships with referring agencies and others with whom the agency collaborates on behalf of clients. Ensures that contractual and licensing standards are met.
    14. Develop formal linkage/working agreements with other organizations, businesses, schools and community resources.
    15. Identify and anticipate funding, capital and programming needs.
    16. Collaborate with HYFS Foundation to support agency programs.        
    17. Oversee record keeping and reporting processes, to ensure that flow of written communication is current and effective.
    18. Tend to the teamwork approach of the agency as it is carried out in the residential program to ensure that productive working relationships are maintained at all levels.
    19. Understands and is committed to the agency's mission statement, philosophy of care, and treatment modalities. Works to develop program, initiates new directions, and improve quality of services to clients. Takes responsibility for policy formation and implementation to facilitate effective services delivery.
    20. Attend required amount of training modules as required by the agency.
    21. Assume other related tasks as required by the Director of Residential Services.
    22. Adhere to agency personnel policies
    23. Participate in the on-going development process within the Hoyleton and Family Services division

 

 

QUALIFICATION REQUIREMENTS

EDUCATION AND/OR EXPERIENCE

  1. A Master's Degree in Social Work or related human services field
  2. LCSW required
  3. A minimum of five years supervisory experience in the human services field.
  4. Must possess a working knowledge of Medicaid and COA standards
  5. Must have working knowledge and experience in residential and SILP programs.
  6. Possess the experience, personal qualities and practice skills to work effectively with professionals from a variety of disciplines both internally and with other organizations.
  7. Strong organizational and time management skills.
  8. Excellent oral and written communication skills.
  9. Excellent interpersonal skills.
  10. Skills in making public presentations, and in conducting formal training both internally and externally.
  11. The ability to direct services in a manner that reflects appreciation for the cultural background, heritage, and identity of clients.
  12. DCFS/CANTS clearance.
