Responsible for the overall management and direction of the financial services for Hoyleton Youth and Family Services, Puentes de Esperanza and Hoyleton Children's Home Foundation. The position functions as a member of the administrative staff of the organization. The position is responsible for all fiscal matters including but not limited to cash flow management, financial budgeting and projections, data input into agency computer on fiscal matters, purchasing, financial state and federal reporting requirements, and fiscal portions of program development and supervision of related staff.



  1. Oversees all fiscal resources and functions of the agency, including cash flow analysis, payment of invoices, monitoring of accounts receivable and other bookkeeping and general accounting.       Assures that banking records are reconciled in accordance with GAAP.
  2. Oversees and maintains the General Ledger system of the agency.       Assures that all balance sheets accounts are reconciled and supported in accordance with GAAP.       Assures entries to the General Ledger system were made in accordance with GAAP and properly supported.
  3. Leads the development of the annual agency budget; establishes formats and time frames; assists program managers to project income and expenses; compiles agency wide budget and reviews with the Director of Administration and President/CEO; makes adjustments as needed.
  4. Prepares monthly financial reporting package for issuance to Executive Team, as well as Program Managers, which includes actual/budget variances reports. Alerts Director of Administration of significant variances. Prepares financial reports as requested for the President/CEO and Boards of Directors. If requested, presents fiscal status reports to the Boards of Directors.
  5. Leads the department and agency through the annual fiscal audit.       Assures the external auditors receive all information requested in a timely, clear, concise, and consistent (when applicable) manner.
  6. Responsible for maintaining financial accountability with the departments of the State of Illinois and Federal Government with whom the agency maintains contracts; in consultation with the agency auditor, disseminates the Inter-Agency Statistical and Cost Summary as required; oversees the completion of financial reports to the Illinois State Board of Education on the food program; assures compliance accountability requirements of the various contracts and grants received by the agency. Assures reporting to governmental entities are completed accurately and timely, and secure extensions of due dates if and when necessary. Distributes copies of the annual audit as required.
  7. Hires, trains and supervises Staff Accountants to assure the effective operation of the financial department; works to develop positive relationships with staff throughout the organization.
  8. In coordination with the Director of Administration, develops and implements a purchasing system that is cost-effective; makes recommendations for changes or enhancements as needed.
  9. Performs other duties as assigned.



  1. Bachelor's Degree from an accredited school with major emphasis in Finance, Business Administration, or Accounting is preferred. Substantial work experience may be substituted provided the candidate does have a degree but in another field. CPA preferred.
  2. Knowledge of computers and/or computer science, including financial reporting and payroll programs.
  3. Must have demonstrated administrative ability, initiative, thoroughness, and accuracy.
  4. Will have at least one year in a responsible supervisory capacity in a financial position.
  5. Will have demonstrated ability to think clearly, logically, and analytically; to express ideas clearly in writing and verbally; to organize activities procedures and staff.
